Tianhe unveils ambitious 15th Five-Year Plan
Tianhe district, Guangzhou's leading economic powerhouse and innovation hub, announced its ambitious 15th Five-Year Plan (2026-30) at a press conference on August 13, aiming to raise its GDP to over a trillion yuan and accelerate its development into a model of Chinese modernization.

In 2025, Tianhe's GDP surpassed 700 billion yuan ($103.7 billion), maintaining its position as the top district in Guangzhou for 19 consecutive years and ranking among the top districts nationwide. Looking ahead to 2030, the plan outlines a GDP target exceeding one trillion yuan, with an annual growth rate of over five percent during the 15th Five-Year Plan period, while aiming to lead the way in basically realizing socialist modernization.
The plan emphasizes economic development, technological innovation, green and low-carbon development, people's livelihood, and social security, proposing 24 key indicators. Among them, the district aims to increase the added value of the eight strategic emerging industries and six modern services industries to 65 percent of total GDP, with the digital economy contributing 25 percent to the total. R&D expenditure will rise to 3.6 percent of GDP, with enterprises contributing 50 percent.
Focusing on high-quality development, the plan highlights the development of a modern industrial system, technological innovation, the expansion of domestic demand, and the deepening of reform and opening-up. With over 520 key projects and investment exceeding one trillion yuan, Tianhe is poised for significant growth and transformation.
