Key components include the Greater Bay Area Low-Altitude Safety Research Institute, which will be established in collaboration with universities, research institutions and tech enterprises. The institute focuses on regulatory standards, low-altitude spatiotemporal network technology, 5G-A integrated sensing and guidance technology, and radio frequency monitoring.

The hub also features the Low-Altitude Safety Innovation Valley, offering flexible R&D incubation spaces, a pilot service center with modular workshops, and a shared service center that provides labs, data platforms and more. A comprehensive testing site will be built to support end-to-end testing scenarios.

Huang Zhuofeng, executive deputy director of Tianhe district, emphasized that the low-altitude economy is a strategic industry the district strives to develop, with safety as a prerequisite. Tianhe leverages its economic strength and innovation resources to support enterprises from research and development to application in this sector, Huang said.

The district has released specific policies for the development of the low-altitude economy, with incentives including up to 10 million yuan ($1.46 million) for R&D, 15 million yuan for application scenarios, and 1 million yuan for talent development.
