In order to fully tap into and integrate the abundant scientific and technological resources in the Wushan-encircled innovation source area, located in Tianhe district of Guangzhou, the focus should be on building mechanisms and policy support.

That suggestion was made by Luo Jianyun, chairman of the Guangzhou Urban Renewal Planning and Design Research Institute, during the fifth session of the 16th Guangzhou Municipal People's Congress which began on Feb 20.

The goal is to address the insufficient capacity for technology transfer in the area.

The area, covering 28 square kilometers, is currently home to five universities and colleges, 11 research institutes and 16 vocational schools – boasting immense development potential.

"Currently, the area faces challenges such as a low rate of technology transfers, weak industrial guidance, lack of low-cost innovation carriers and insufficient support mechanisms for innovation," Luo said.

"The area can learn from the Beijing Zhongguancun Development Group and the Shanghai Yangpu Science and Technology Innovation Group and establish an entity serving as a comprehensive service provider, integrating industrial carrier development, park operations and financial services," he added.

Looking at retaining companies and talent after attracting them, Luo emphasized the need to create an open and inclusive environment for industrial transformation and upgrading – allowing various elements to flow smoothly.
