The total number of enterprises in Guangzhou's Tianhe district exceeded 550,000 by the end of 2023. Of them, 100,500 were newly established in 2023, presenting a 21.9 percent expansion year-on-year.

Tianhe had 2,995 hi-tech enterprises as of the end of last year. The added value of the digital economy's core industries accounted for 18.1 percent of the district's GDP. Among the over 1,300 members of Guangzhou Data Exchange, more than 100 are from Tianhe, which comes at the top of all districts and counties nationwide.

Over the past year, Tianhe has been improving its government affairs services, such as optimizing the handling process of enterprise registration and cancellation. It also rolled out the "Tianhe E-Business Survey" system online and gave nearly 20 information lectures. All these helped improve the district's ease of market access. The district opened special windows to facilitate Hong Kong and Macao people to conduct registration of "transforming individual businesses into enterprises."

The "Read it All" online service platform, which can provide interpretations in Q&A sheets, charts and videos, makes it easier for people and enterprises to understand how to handle relevant government affairs. It has launched 58 guide pages.

In addition, the first batch of 10 government affairs service experience officers has started working at the Tianhe Government Affairs Center. They will offer suggestions for improving government affairs services and optimizing the business environment from the perspective of users.

Tianhe has been using digital technologies to make government affairs handling more convenient for companies. As of now, 82.36 percent of government affairs can be handled online, and 94.55 percent of materials can be submitted online.

Tianhe has been boosting the construction of a digital government. The Tianhe government affairs big data platform has gathered 1.5 billion pieces of data. The 12345 government service hotline received 566,200 calls in 2023, with a completion rate of 100 percent.

Tianhe has been comprehensively improving the business environment. It has conducted online publicity of preferential policies for three consecutive years and optimized the policy implementation platform. Its "credit + policy implementation" practice was selected as a "credit innovation application case" in Guangzhou in 2023.
