Tianhe to build world-class dynamic core area
Guangzhou's Tianhe district is seeking public opinion for its overall territorial spatial plan for the 2021-35 period.
According to the plan, Tianhe will be built into an innovation zone with international competitiveness. It will also be built into a powerful digital economy zone, a zone with strong modern service industry, and a highland for talents by 2025, and become a world-class central dynamic core area and a model area of Chinese modernization in all aspects by 2035.

An urban spatial structure that utilizes the "dual core guidance and driving axial belts" model will be constructed in Tianhe by 2035. The two cores refer to Tianhe's business core, consisting of the Tianhe central business district (CBD) and Guangzhou International Financial City, and Tianhe's sci-tech innovation core, consisting of Tianhe Smart City and Tianhe Intelligence Valley. The multiple axes and belts will include the Pearl River high-quality development belt, the central dynamic axis, and the eastern innovation axis.
Tianhe will build its riverside headquarters economy and its southern financial service belts. It will also build its digital economy innovation highland centered on the South China National Botanical Garden and Huolu Mountain.
The district plans to accelerate the gathering of high-end service industries in the Tianhe CBD, cultivating and expanding digital services and new cultural formats. It will develop Guangzhou International Financial City's digital finance, digital trade, and digital creativity by focusing on its artificial intelligence and digital economy sectors.

Tianhe's "one river, three mountains, and five waters" natural landscape pattern will be protected. The "one river" refers to the Pearl River, the "three mountains" refers to the Huolu, Longyandong, and Fenghuang mountain forest parks, and the "five waters" refers to the Liede, Chebei, Shahe, Shechong, and Tangxia rivers.
