Guangzhou's Tianhe district was recently rated as excellent for a fourth consecutive year in the 2022 "law-based Guangzhou construction" evaluation.

The innovative "3+X" mediation method, which was fostered by the Tianhe South Justice Office, has been helping mediate disputes in the district. The "3" in the method refers to the justice office, police stations, and law offices. The "X" stands for related Party representatives, NPC deputies, CPPCC members, functional government departments, professional mediation organizations, college volunteer teams, judge assistants, and so on.

Since 2018, this mediation method has helped mediate 1,502 disputes, with a success rate of 98.6 percent. It was included in Guangzhou's reform and innovation experience replication and promotion list in 2021, and is now being promoted across Guangzhou.

In addition, Tianhe has been offering public legal services both online and offline. Its online platforms include its 12348 service hotline. Regarding in-person services, one district-level, 21 sub-district-level, and 230 community public legal service offices have been set up in the district.

"It is very convenient and fast," said Mr Li, who lives in Tianhe's Guangyue International Community. Li is handling house rental authorizations procedures at the community's public legal service office. "I used to have to go to a law firm or a notary office to handle affairs like this, but now I only need to go downstairs."

Since 2022, the district's online and offline platforms for public legal services have provided legal services and consultations to more than 25,000 people.

Efforts have also been made by Tianhe to popularize law within the district. They include launching the Constitution publicity week, holding law-themed activities, releasing original law publicity cartoons, and giving out brochures.

Online platforms like the Tianhe district government's WeChat account and WeChat video channel account are also being used to promote law publicity. Relevant articles have reached over 800,000 views.

To date, the district has built two national and seven provincial-level demonstration communities for democracy and legislation. It has also built one provincial-level rule-of-law culture theme park, and seven demonstration enterprises for rule-of-law culture construction.
