It was announced at the third session of the 10th Tianhe District People's Congress, held from March 2 to 3, that Guangzhou's Tianhe district will mainly focus on eight aspects of work in 2023 to achieve its goal of a 6.5 percent GDP growth.

Tianhe will accelerate the optimization of its industrial structure, upgrade its financial sector, expand high-end professional services, and introduce service institutions from Hong Kong and Macao. The district will also support the establishment of Hong Kong and Macao partnership law firms, form a leading area for new-generation information technology, and strengthen its modern urban industries.

The district will focus on the development of major platforms. It will accelerate the transformation of the Tianhe central business district (CBD) into a national digital service export base. This will attract more leading digital trade projects to the area, and form a solid foundation for the "building + industry + operation" building economic development model, which will go on to introduce new headquarters enterprises. Tianhe plans to promote the construction of Guangzhou International Financial City, building it into a demonstration zone for ecological progress and green economic transformation within the Greater Bay Area.

Tianhe will put into practice the strategy of expanding domestic demand. It will introduce and cultivate leading retail enterprises and e-commerce platforms, support the development of 10-billion-yuan-level ($1.45 billion) leading wholesale enterprises, promote the coordinated development of the Tianhe Road and Zhujiang New Town business circles, and advance the construction of 145 district-level key projects.

Additionally, the district will strengthen its support in education, sci-tech, and talent resources. Educational groups will be given full play to promote the high-quality and balanced development of educational resources. It will also fully implement a talent program, improve preferential talent policies, and build a whole-chain talent service brand.

Tianhe will comprehensively deepen reform and opening-up. It will strengthen cooperation with Nansha district in scientific innovation and industrial development. The district will optimize its innovation and entrepreneurship service systems and supportive policies for youth from Hong Kong and Macao. The district also plans to carry out the pilot construction of several "credit industrial parks" within the Tianhe CBD.

The local government will continue to promote the construction of a beautiful Tianhe. It will improve the living environment and public services in urban villages, and advance the construction of the Tianhe section of several public transportation systems. Tianhe will build the South China National Botanical Garden according to world-class standards, and encourage building green architecture and low-carbon industrial parks.

The district will continue to ensure and improve people's wellbeing. It will ensure employment opportunities for college graduates and people in difficult financial situations. Tianhe also plans to improve its housing security system, deepen cooperation with counterparts in western China, promote vaccinations, build government-run community health service centers, and construct industrial parks devoted to life sciences and health care.

Tianhe district will continue to build a service-oriented government that satisfies its people.
