Notice of Guangzhou municipal COVID-19 control, prevention command (No 32)
Given the current epidemic situation, we decide to impose differentiated control measures on certain areas in Guangzhou. Details are as follows:
1. No.1109, 1111, 1115 of Sanyuanli Avenue will be designated as Lockdown Zones, which will be subject to the management measures in Annex 1.
2. The area of Huangshi West Road - Huangshi East Road - Yuncheng West Road - Qifu Road - Yuncheng East Road - Jinxin Road - Dajinzhong Road - Guangyuan Middle Road - Xiatang West Road - Tongxin Road - Beijing-Guangzhou Railway - Ring Expressway - Xicha Road - Shicha Road will be designated as Partially Lockdown Zones, which shall be subject to the management measures in Annex 2.
3. Kuangquan, Liuhua, and Dengfeng Streets of Yuexiu District will be designated as Restricted Zones, which shall be subject to management measures in Annex 3.
Except for the above-mentioned areas, the entire Baiyun District will be designated as a Restricted Zone. Measures shall be implemented as per the Notice of Strengthening COVID-19 Measures in Baiyun District.
4. The rest of Guangzhou shall strictly see through regular safety protocols such as code scanning, temperature taking, and travel code tracking, as well as reduce crowding and gathering. Residents shall take good personal protection including wearing a mask, maintaining social distance, washing their hands often, and checking their temperatures.
5. Districts and entities shall fully leverage the leading roles of the Party organizations at all levels and the Party members. They should uphold the principles of co-creation, co-governance, and shared development under the Party leadership, and maintain social stability. Support shall be provided to ensure the consistent and smooth supply of daily necessities. Transportation services shall also be guaranteed to meet the essential travel needs of the people.
The above differentiated regional measures will be dynamically adjusted according to changes in epidemic situations. Where residents have any living, medical, supplies, or phycological needs, they may dial 12345 for inquiry or assistance.
This notice will take effect from the date of its release.

Annex 1
Management Measures for Lockdown Zones
1. Access control. Checkpoints shall be set up in all communities and roads and shall be manned 24/7. Only a small number of entrances and exits will keep open. Residents can only enter but not exit the zone and no normal vehicle shall be allowed to pass. Vehicle for living supplies shall be managed in a unified and standardized manner and will be given the green light to pass as needed. Those who need to go out for medical treatment shall report to the on-site COVID-19 task force for arrangement, and shall practice proper protective and disinfection measures when they enter or exit the zone.
2. Public venue control measures. All commercial and trade services, entertainment facilities, restaurants, stores, gyms, and cultural centers shall be suspended.
3. Home quarantine. All residents are not allowed to leave their home during lockdown.
4. Basic living needs support. Residents under home quarantine shall be properly managed and provided with necessary services. Their legitimate requests shall be answered timely. The local street (town) committee shall ensure that basic necessities will be delivered to residents' doorsteps. Water and electricity supplies and network communication shall be smooth and stable. Residents shall be guided to do online shopping; their purchases will be kept by special staff members and will be delivered to them in a contactless manner. More attention shall be paid to the special needs of exam candidates, pregnant women, people with disabilities, elderly people living alone, patients with chronic medical needs, and people living on subsistence allowances.
5. Domestic waste disposal. Residents' garbage shall be generally disposed of as "other household waste" and shall be cleared away every day. Residents shall spray the trash with disinfectant with effective chlorine of 500-1000mg/L or 75% alcohol, pack it with double-layered bags, and dispose of it as per relevant requirements. The used masks of residents shall also be treated as household waste.
6. Environment disinfection. Disinfection measures shall be carried out in strict accordance with the operating standards. Disinfection shall be strengthened on elevators, corridors, toilets, seats, fitness equipment, etc. in public venues, as well as high-touch surfaces such as elevator buttons, stair handrails, door handles, and delivery lockers.
7. Health monitoring and services. Every household will be designated with a special service worker. The "community three-person team" shall organize teams for health monitoring and services for the quarantined residents; the teams will check residents' temperature and health conditions twice a day. Those who develop fever, cough, or any other COVID-19 symptoms shall be immediately sent to a designated hospital for screening. Necessary support shall be provided to chronic patients with medical needs such as dialysis.
8. PCR testing. According to the recommendations by Guangzhou Municipal COVID-19 Control and Prevention, everyone in the zone shall take a test within 24 hours. During the 14-day virus incubation period, residents shall get tested every day in the first seven days, and then every 2-3 days in the next seven days. Measures shall be taken to prevent overcrowding and cross-infection at the test sites. The sampling shall be conducted on a one-specimen-per-tube basis.
9. Social stability maintenance. Relevant departments should pay close attention to residents' opinions, answer their questions in time, dispel their worries and fears, and ward off rumors, so as to maintain a stable social environment.
10. Lifting of the lockdown measures. Based on the results of epidemiological investigation, PCR testing, and risk assessment, Guangzhou Municipal Control and Prevention Command will dynamically adjust the coverage of the Lockdown Zones. Lockdown may be lifted if the following conditions are met: (1) There are no new cases or asymptomatic infections in the zone in the past 14 days. (2) The latest close contact has been under home quarantine for over 14 days or centralized quarantine outside the zone for over 4 days and the person's PCR results are negative. (3) A mass testing is conducted two days before the lockdown lifting and all results are negative. After proper environmental cleaning and disinfection, and the required lockdown period is finished, the street (town) can submit an application for lockdown lifting. The District COVID-19 Control and Prevention Command will organize relevant departments to conduct an evaluation and report the results to its superior department. Once the approval is granted, the lockdown measures will be lifted.
Annex 2
Management Measures for Partially Lockdown Zones
1. Access control. Checkpoints shall be set up in all communities and roads and shall be manned 24/7. Only a small number of entrances and exits will keep open. Residents can only enter but not exit the zone and no normal vehicle shall be allowed to pass. Vehicle for living supplies shall be managed in a unified and standardized manner and will be given the green light to pass as needed. Those who need to go out for medical treatment shall report to the on-site COVID-19 task force for arrangement, and shall practice proper protective and disinfection measures when they enter or exit the zone. Grid management will be put in place, and residents from one grid cannot travel to the other.
2. Public venue control measures. Catering establishments, wholesale markets (except farmers' markets and wholesale produce markets), and enclosed public facilities such as internet cafes, entertainment venues (karaoke bars, singing and dance lounges, amusement halls), cinemas, gyms, indoor swimming pools, bars, theaters, libraries, chess and card rooms, escape rooms, foot bath places, massage parlors, bathing centers, indoor attractions, off-campus training institutions, scenic spots, museums, large shopping malls (excluding supermarkets) shall be suspended. All training institutions (including child-care centers) are temporarily closed for offline services. A certain number of supermarkets, farmers' markets, and wholesale produce markets with good ventilation will keep open; their employees shall keep their masks on during service and shall not leave the zone. Special facilities (including public security and judicial supervision facilities, welfare institutions, elderly care institutions, rescue management organizations, mental health institutions, maternal and child healthcare centers, religious activity venues, and rehabilitation institutions) are subject to fully closed management; no entry and exit are allowed and family visits are suspended. Large-scale conferences, training sessions, performances, exhibitions, promotions, and other mass activities such as park tours, folk customs events, and square dancing shall be restricted.
3. Social activities restrictions. Residents are not allowed to leave the zone and deliveries must be collected on a staggered schedule. Where any positive case is found, the zone will immediately upgrade to a Lockdown Zone. Residents are required to show their travel vouchers when leaving home for shopping, collecting deliveries, or taking tests according to the prescribed time slots.
4. Basic living needs support. Supermarkets, farmers' markets, and wholesale produce markets shall keep open. Residents should be encouraged and guided to do online shopping. Fixed or mobile living supply sites and temporary pick-up points for parcels and food deliveries can be set up as appropriate. The parcels will be managed by special staff members and will be delivered to residents in a contactless manner. More attention shall be paid to the special needs of exam candidates, pregnant women, people with disabilities, elderly people living alone, patients with chronic medical needs, and people living on subsistence allowances.

Annex 3
Management Measures for Restricted Zones
1. Access control. Checkpoints shall be set up in all the communities and roads and will be manned 24/7. Residents must receive temperature checks, wear a mask, scan the code, and present their health codes and travel itinerary cards when passing the checkpoints. Entries and exits of non-resident visitors shall be strictly restricted.
2. Social activity restrictions. Social activities and gatherings will be restricted. Residents are required to practice good personal protection and avoid non-essential outbound trips. Those who do need to leave the zone for special reasons, such as hospital visits or line of duty, shall provide a negative PCR test result within 48 hours. Support shall be given to facilitate vehicles and personnel for transporting essential living and medical supplies, and those for epidemic and emergency responses, to enter and exit the zone smoothly.
3. Public venue control measures. Enclosed facilities such as wholesale markets (except farmers' markets and wholesale produce markets), karaoke bars, chess and card rooms, cinemas, theaters, internet bars, singing lounges, bars, billiard parlors, museums, libraries, fitness rooms, indoor swimming pools, bathing centers, and training institutions shall be temporarily closed. All training institutions (including child-care centers) shall suspend their offline services. Supermarkets and farmers' markets should keep well-ventilated, limit foot traffic, and encourage non-cash payments. Restaurants and canteens shall reduce seating, shorten service hours, and when necessary, suspend dine-in services. Public transit shall reduce vehicle passenger capacity to 50%.
4. Health services. "Four Ones" health service measures (issuing a health notice, conducting a health inquiry, scanning a health code, and conducting a PCR test) shall be implemented. Instructions should be given to residents to monitor their health and take their temperatures on a daily basis. Once any COVID-19 symptoms such as fever and cough develop, residents should go to the nearest fever clinic and report to their employer and community (village) committee as soon as possible. The community-level medical institutions should follow up on residents with symptoms regularly. All medical institutions should strengthen the monitoring of fever patients. Pharmacies shall register the personal information of those who purchase any drugs listed in the Catalogue of Medicines that Require Real Name Registration during COVID-19 and report to the relevant authorities as required. Selling of the Catalogue drugs to yellow health code holders is prohibited.
5. Environmental hygiene. More efforts shall be paid to keep the environment clean. Public toilets, community activity spaces, outdoor activity amenities, and garbage dumps should be cleaned and disinfected more thoroughly and frequently.
6. PCR testing. According to the recommendations by Guangzhou Municipal COVID-19 Control and Prevention, everyone in the Restricted Zone shall take a test within 24 hours, and measures shall be taken to prevent overcrowding and cross-infection at the test sites. The following testing schedule will be determined based on the epidemic situation.
7. Social stability maintenance. Relevant departments should pay close attention to residents' opinions, answer their questions in time, dispel their worries and fears, and ward off rumors, so as to maintain a stable social environment.
8. Lifting of the restrictive measures. The coverage of Restricted Zones will be adjusted dynamically by the Guangzhou Municipal COVID-19 Prevention and Control Command Center based on the results of epidemiological investigations, PCR testing, and risk assessments. When the whole area is free of Lockdown and Partially Lockdown Zones, the local street (town) committee shall submit an application to the District COVID-19 Prevention and Control Command Center. Once the application is approved, the restrictive measures will be lifted.
