Notice on strengthening COVID-19 measures in Guangzhou (No 29)
Considering the current pandemic situation at home and abroad, Guangzhou issued the Notice on Strengthening COVID-19 Measures in Guangzhou (No 29) on March 23. Below is the notice in five languages: Chinese, English, Japanese, Korean and French.
At present, the world is still mired in a challenging battle against the COVID-19 pandemic and many Chinese provinces and cities are grappling with local infections.
Guangzhou is under great pressure to prevent a new round of COVID-19 spread. Based on the current situation, tighter epidemic control and prevention measures will be enforced as follows:
1. The health management measures on inbound travelers will be strengthened
Inbound travelers from other provinces must take two COVID-19 tests within the first three days after arrival, with the two tests being at least 24 hours apart, and then undergo self-health monitoring for 11 days. During the first three days after arriving in Guangzhou, they should in principle avoid visiting places other than their residence and workplace, taking public transit like subway or bus, and participating in gatherings or group dining.
Those from cities (leagues, prefectures or districts of centrally-administrated municipalities) with local COVID-19 cases in the past 14 days must conduct home health monitoring for three days and then undergo self-health monitoring for 11 days. They should avoid unnecessary travel and refrain from going to work or school during the first three days and take a test on the first, third, seventh, 10th, and 14th day respectively.
Those from counties (districts, county-level cities or streets of centrally-administrated municipalities) with a high-risk area, middle-risk areas (or regions subject to the same management methods as high-risk areas), or townships (towns, streets or residential communities of centrally-administrated municipalities) with a middle-risk area must undergo home quarantine for 14 days, starting from the day when they leave the city, league, prefecture, or district of a centrally-administrated municipality where these risk areas are located, and take a test on the first, third, seventh, 10th, and 14th day respectively.
Those from high-risk areas must undergo quarantine in centralized facilities for 14 days and take a test on the first, third, seventh, 10th, and 14th day respectively.
The aforementioned inbound travelers should report to their residential communities (villages), employers, or hotels within 12 hours after arrival and comply with the health management measures as required. They should avoid non-essential travel and crowds while waiting for their test results.
2. Control and prevention measures on key places will be tightened
Special staff should be in place at the entrance of all crowded places, such as wholesale markets, farm produce markets, shopping malls, supermarkets, schools (colleges, universities, and secondary schools), educational training institutions, after-school care institutions, scenic spots, museums, restaurants, hotels, and government service halls, as well as enclosed and semi-enclosed places, such as internet cafes, entertainment venues (KTV, dance troupes, and amusement halls), cinemas, theaters, libraries, chess and poker rooms, escape rooms, foot bath places, massage parlors, bathing centers, and indoor attractions, to take the temperature of visitors, check their health codes, strictly monitor to ensure that every person scans the travel code before entering, and ask them to wear masks correctly.
Other measures will be implemented in accordance with the Notice on Strengthening COVID-19 Measures in Guangzhou (No 28).
This notice will take effect from the day of its release.
