Located in International Finance City, the nine-story building is the first major public facility to open in the area. Together with the Longkou West branch, it will offer 12,333 places in autumn 2026, an 18.64 percent increase over 2025, easing the shortage of extracurricular education resources.

The facility houses seven departments — music, fine arts, science and technology, drama, sports, dance and growth education. It also houses the Moxinglun Theater, where the opening ceremony and an arts performance were held.

Tianhe Deputy District Head Deng Ping said at the ceremony that the new site reflects the district's commitment to "reserving the best space for children" and to strengthening after-school education as part of holistic student development.

The palace will also build seven specialized centers for ideological guidance, creative arts, music, scientific innovation, sports, psychological counseling and family education.
